netbook runs very slow and cant seem why?

I am having issues with my netbook intel atom its a windows 7 starter. i was told that these can not be fixed nor issues are not able to be fixed once these get a viruse or something there is nothing you can do. So i am trying to find help. And also do i need to pay for having it fixed with a computer tech. thanks
