HP Recommended

This might be basic, but I don't know a lot about computers. What does a red circle with a line in it mean? I mean this is on my list box in my tools on the "toolbar and extentions option", and I don't know what it means, but have recently come to find out  that I cannot permanently place my specifically chosen toolbars on the top of my home page anymore. Pleas help me!
