I purchased this laptop for my wife 6 weeks ago, she turned it on this morning and it had a message "Boot Device Not Found" "Please install an operating system" Hard Disk (3F0) Tried everything I could find on the support site with no luck. Any advice? Will Walmart exchange it?

That  message is typical for a failed hard druve.  It would not hurt to try to take it back.  It depends on the return policy.  If they deny the return, then a warrenty repair is probably the next step.

Thanks for the speedy response, I figured that's what's wrong with it. I just wanted to see if there was a fix for it other than taking it back. Thanks again

It can be fixed by replacing the hard drive.  If you wish to do it yourself, it will probably not be covered.  Try contacting the HP phone support line.
