Thank you for visiting the HP Support Forums and Welcome.
I noticed your issue about your HP Notebook and issues with the HP Recovery Manager. Here is a document that shows you how to launch the Recover manager that might help. Turn on the power and press F11 to run recovery without starting Windows. It gives you the option to reinstall software.
Please note remove any and all USB devices. Disconnect all non-essential devices HDMI Cables, as these could cause some issues.
