My mini is no longer accepting my password. To reset it, it asks me to insert a USB flash drive and try again. It then tells me to insert the passord reset disk, but there is no CD-ROM drive on the mini, and it says the password key diskis in the following drive: Removable DIsk E. I have no idea what removable disk this is and with any USB I have tried I get the smae "file not found : This disk is not the password reset disk." What should I do?

If you did not create a password reset on the flash drive while logged into Windows-no it is not going to reset it.
Try this password reset tool:
http://pogostick.net/~pnh/ntpasswd/
