My Elitebook 8560p doesn't start anymore. It only shows the HP logo. It has Windows 10 (64 bit) installed. The problem started 24.9.2016.

Good, it is not hardware issue but Windows one most probably related to the Anniversary update (AU).
Please, look above for the instructions. When you keep pressing the Esc button and when the HP Startup menu opens (Fxxxx buttons), do you have F11 option ? Can you press F11 and does it load recovery options ? I suspect it won't work but please, let me know.
- If F11 works -
Follow the instructions [Option One] here >> http://www.tenforums.com/tutorials/4097-windows-10-go-back-previous-windows.html
Choose Troubleshoot -> Advanced options -> Go back to the previous build
This option will revert back to the previous W10 built before AU.
Note, that this option will work only up to 10 days after AU was installed.
- if F11 does not work-
Download Windows 10 Installational ISO image from MS website
You can directly download it from MS site or download Media creation tool from Microsoft site, create installation DVD or installation USB and proceed with clean installation/reinstallation.

Be careful to select the correct edition.

or

When ready with the USB drive or with the DVD:
Please, shutdown the computer using the power button.
Insert the Windows USB thumdrive or the DVD prepared previously
Power on the PC.
As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
Choose F9 to open Boot options. Select the thumb drive as boot option.
The PC should boot from the Windows installational DVD/USB drive.

If it works, when back in Windows Desktop, ensure you option Settings > Update > select the Option to Defer updates

Did you have some new update installed soon, these days ?
Did you perform some change ?
How was W10 installed - was it an upgrade from previous version or clean installation ? What is the W10 edition? Is this PC company owned asset ?
Please, clarify... your details are appreciated.
Sound like a software issue but let's first test for hardware problem.
1. Please, power off the computer using the power button hold on for some seconds.
2. Power it on.
2.1 As soon as you press the power-on button, immediately start hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
3. Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Quick test.
This will check major hardware componets for issue (do it just in case) . Here is more info >> http://support.hp.com/us-en/document/c03467259#AbT1
If the tests pass without issues, continue. If not, please, let me know

Thank you for your comments.
There was a major update of Windows 10 last Saturday (I think it was an "Anniversary Update"). I accepted the update.
W10 was upgraded from W7. It was previously a company owned machine, but now that I am retired it's my own. Originally it had a Windows 7 Enterprise, but I installed the Windows 7 Pro and then upgraded to Windows 10 Pro last summer.
I have made the hardware test you mentioned, and there were no issues.

Hi!
F11 didn't work. I created a bootable ISO on USB device, and used F9 to boot the machine.
For some reason, the reversion back to the previous W10 built before AU didn't succeed. Then I chose the full W10 installation, which succeeded fine. Now the macine works fine!

Just make sure you choose the option to Defer the updates/upgrades (as explained above) to avoid or postpone these issues again.
Also, make sure you have regular back-ups of your files as well as regularly perform system images - goto Start > Control Panel and find the back-up options. Here are some example instructions valid for W8 and W10 >> http://support.hp.com/us-en/document/c03544793
