Laptop struggles to boot. At power on I get the HP logo with swirling dots, this then changes to swirling dots with no logo and then it doesn't go any further.
If i keep powering the laptop on and off - perhaps 30 or 40 times then it will boot at some point and run normally.
I have gone into the recovery options and tried to do a laptop reset to reinstall the OS but this prepares the laptop and then reboots and gets stuck at the swirling dots screen and when I power that off and back on again it undoes the changes and I am back to 30 or 40 tries to get it booted again.
The laptop will boot into safemode ok (usually with networking)
Is this a hardware fault that stops it booting most of the time or something else?

If you've previously successfully upgraded and activated Windows 10, you can do clean install Windows 10 Home 64 bit using Microsoft windows media creation tool by creating bootable installation USB.
Follow this:

Windows would be automatically activated after installation while connected to internet

You can check if it is hardware failure.
Tap away F2 key as you power on laptop. Do extensive system testing.
It'll take few hours. Let it finish.
If everything passed, then go to Windows using safe mode and run DISM tool from CMD. After it completes, run SFC scan.

Restart system, check.
Have you upgraded to Windows 10?

OK thanks - System Extensive Test is now running so will see what results that shows and follow the next steps as suggested if it passed.
Yes this is a WIndows 10 machine.
(I have done a full system OS reset on it now so it is back to factory settings but still has boot problems)

The hardware tests all passed. I ran the checks as per the links and repair and it then was able to reboot a number of times without any issue ... however, a microsoft update was applied to the machine automatically at the last reboot and it went back to hanging with the swirling dots and I cannot get it to book at all now.
I have tried a full software reset but that also now errors and says it is invalid.
What i want is to be able to download windows 10 and do a fresh clean install just as you could in the good old days when software was provided on media by the vendor.
