Unfortunately, I have no idea what that code means.
Since it appears your notebook came with W8.1, and you upgraded to W10, you can clean install W10 by making your own bootable USB flash drive.
First download the W10 ISO file by using the Media Creation tool found at the link below.
https://www.microsoft.com/en-us/software-download/windows10
Then use this tool to put the ISO file on a 4 GB USB flash drive and use that to reinstall W10.

Otherwise, you can order W8.1 recovery media from HP for your notebook from the link below.

Hi:
Enter any BIOS password 3 times and the PC should generate a system disabled (Halt) code.
Enter the code you get in the box at the link below, and the website should generate an unlock passcode.
Restart the PC and use the unlock code you received.
