hi, I want to restore my Elitebook 8460p to factory settings.  Complete restore where the harddrive is formated and all system software and drivers and os is reinstalled. 

how do i do that? people are suggesting pf11 while bootup. But f11 does not work, dont do anything.

 

only key that works while boot up is Esc.

 

please help.

Please check the below link for the instructions to perform System Recovery:

Performing an HP System Recovery (Windows 7)

 

If the F11 key is not working to access the Recovery partition then You have to Contact HP Technical Suport to order a recovery Disc for your Notebook.

I had the same thing , I found out some jackleg tech switch the operating system to a Windows 7 pro oem. Not a Hp version. I found out when I tried to find the serial number on the computer it could not find it so I recommend getting a restore disk and putting the correct version of Windows on the computer hope that helps
