Please, accept my apology for the delayed answer - I am quite busy with work these days and too tired all day today (Saturday).
Re. your back utility - could you elaborate what you mean ?
If your PC arrived with Windows preinstalled, it should have a recovery partition that you should be able to boot from and restore Windows to factory default. Since all other options failed, this should be the final option. During the recovery you will probably be provided an option to save your files. If you want to do it before that, please let me know and I will provide instructions.
Once recovery is performed, your PC Windows will be set to factory default condition with all your files gone (but may be restored from backup).
RECOVERY FROM INSIDE WINDOWS RECOVERY PARTITION
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F11 to open System Recovery options
4. Follow on screen instructions and go to Troubleshoot > HP Recovery manager (or HP Recovery)
or go to Troubleshoot > Reset your PC (depending on the computer model)

* If the above procedure does not work, cannot start, fail, ...etc.. you will need to purchase HP Recovery media which you can use to restore your PC to factory default condition

Once you receive the recovery media:
* Ensure Secure Boot is disabled.
* Ensure Legacy mode is enabled
* Save the UEFI/BIOS changes.

Once ready, please, shutdown the computer using the power button.
Insert the Windows recovery media
Power on the PC.
As soon as you press the power-on button, keep hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu which may look similar to this one
Choose F9 to open Boot options. Select the thumb drive or DVD (recovery media) as boot option.
Follow the on-screen instructions to install Windows

3. Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Quick test. Depending on your model, you may only be able to test the HDD and RAM.

Thank you for the provided update.
This error message you experience is type of BSOD - Blue Screen of Death.
This bug check indicates that the Microsoft Windows operating system has lost access to the system partition during startup.
It may be due to hardware failure - HDD failure or due to software or firmware issue.
It is very important to test the HDD - you confirmed it passed the test, so this is good.
Re. firmware - it is essential that you enter the BIOS (F9) and ensure all BIOS settings are set to default - a.k.a. you need to reset the BIOS settings to default options - this will ensure any unwanted conguration changes will be cleared.

5. If present, you may also check if there are HDD mode settings or SATA options set to AHCI/RAID/else - restoring to default settings should bring this one in the right position
Attempt restart in Safe Mode and then restart back to Normal mode

2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F11 to open System Recovery options
4. Follow on screen instructions and go to Troubleshoot > Advanced options > Windows Startup settings

5. Eventually, boot in Safe Mode, wait for a while and restart back to Normal mode
Reconfigure Boot Configuration Data (Windows BCD)
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F11 to open System Recovery options
4. Follow on screen instructions and go to Troubleshoot > Command Prompt
5. Type the following commands:
bootrec /fixmbr
bootrec /fixboot
bootrec /rebuildbcd
Eventually, type: exit
and restart
