It is hard to say.
Sometimes you can, but most times you can't.
You would have to either purchase or borrow a usb hard drive enclosure for a notebook or desktop hard drive depending on whether we are talking about a notebook or desktop hard drive, and see if the drive can be read from another PC by plugging it into a usb port on another PC.

I know this error very well.
unfortunately you have made or system has made OS Partition inactive.
Remove the HDD or SSD from your system, connect it to any other sysem.
Switch on that system, press Windows logo key+x and select disk management.
right click on your own HDD or SSD' s OS Partition, and then select partition active.
