updated to windows 10 enterprise edition but now cannot roll back to windows 8.1 pre installed in my laptop but now neither the windows 10 is activated nor i have the convenince to roll back to 8.1.
do i have to re install from scratch to go to 8.1?

Allow me to welcome you to the HP forums!
Enterprise is an entirely different animal from the other Win10 versions and is NOT intended for personal use, but instead, for commercial use -- in situations where the OS is installed and maintained by IT personnel.
So, it does not have the rollback convenience of the consumer versions.
And yes, since you (apparently) did not have the foresight to make an image backup before you installed Win10, the ONLY way to go back now is to do a factory reinstall using HP Recovery Media -- and that will erase the ENTIRE drive.
Since you didn't bother to provide any PC information, you will have to check yourself whether or not HP makes such recovery media available.
This is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities. In some cases, you may be able to order a USB stick instead of disks. You have to order these from HP; they can not be downloaded.
You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers
Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click "Update". If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the "+" symbol to expand that entry and click on Order Media for details.
