omg literally the same ting happened to me, my computer was being a all slow and laggy, so i was gonna restart it, and iv done it many times before, but mid of the reset, it said unable to reset or something like that , and now its in a loop of restarting, it doesn tgo on to the home screen

In advanced option under windows update, the default setting is Automatic restart after installing update, we have to change the option to Notify to schedule restart. Then it solves!!!!!!!!!!!!!!!!!!!
if your hp laptop win 10 has to start twice from a cold start, or restart twice from a restart, this worked.
try this before the 2 hour trip to hell, for sure.
edit: cold start included restart the next morning 😞
