Below is the link to the driver you need for the PCI Simple Comms Controller:
Unfortunately, I do not know the answer to your question...actually it may not be possible for anyone to answer it and I offer this driver I just posted for you as an example.
You can see from the list of supported operating systems that this driver is good for both W8 and W8.1.
Some device drivers will only be good for W8 and some for W8.1.
They must write some different code or something.
Since I am not a software engineer by trade or training, I do not know why this is.
