Hi:

 

I have turned off the fan always on on every HP notebook I own and never had an issue with overheating.

 

The fan should come on automatically if the situation warrants it.

it didnt so is that a bad thing?

If the fan isn't coming on, then yes that is a bad thing.

 

But if you aren't putting a heavy graphics or processor load on the notebook, the fan won't come on a lot.

 

Maybe every 5 minutes or so.

What if I do internet browsing and it doesnt come on? IS it because my cpu handles internet broswing and doesnt need to use that much of the CPU?

That's correct.

 

You should be able to feel if the notebook is getting too hot and they also are supposed to have a fail-safe mechanism that warns you the PC is getting too hot, and will be shut down.

 

Then the PC shuts itself down, giving a thermal shutdown error.

 

Normally those AMD processors run pretty hot, so if the fan doesn't come on every now and then, I would suggest not turning off the fan always on setting.
