Can not enable IOS in Bios: Pavilion G7 1355dx

I have been through HP phone support, this is a brand new notebook, (Pavilion G7 1355dx)   just bought it last week at Best Buy, product specs show it has Quickweb, one of the reasons I bought this model. I want to use Quickweb, but the enable Instant On is not anywhere in the system configuration in the Bios, I have the partition, in windows and all the Quickweb files, but it is just not allowing me to enable it in Bios, I have spent hours, trying to figure this out, and spent 3 hours on the phone with tech support, they said they were going to escalate it, but I have not heard back, I was hoping someone would know how to resolve this, or relate to this issue, I know this notebook has Quickweb, but why the option to enable it ( Instant On) or (IOS) in the bios is very odd.  any help or ideas will be greatly appreciated!!!
