Change the default operation from Shut Down to Reboot on the Start Bar

The default listing is Shut Down on the startbar that I would like to have changed to Reboot. Any ideas of how to change the default?
I am running Windows 7 64-bit.

Hi,
Right click on an empty area of the Taskbar and select Properties. Click the Start Menu tab. Next to the heading 'Power button action:' select Restart from the dropdown menu, then click Apply and Ok to save this change.
