When I right clicked the power button action arrow it only gives me the option for lock and log off. I want shut down and sleep mode as well. I'm using Windows 7. My computer froze using a testing software and when it loaded back up it looked like that.

Take a look at the image. To get to this windows just type power button in the Search programs and file and click n change what the power buttons do. make your choice and select save changes.

I've done that already but what I'm wanting is for it to show on my start menu options like it did before.

There is more than one way to Rome.
Sounds like the "testing software" had an effect on the operating system.
Go to a command prompt window and type sfc \scannow. This will invoke the system file checker. It will run and inspect the system files. The system file checker will inspect the system files and replace those that it deems to be corrupt or otherwise damaged with a clean copy of the file.
Once this is completed restart your PC. After the restart try right clicking on the power button again to see if the functionality has returned.

I typed it but it won't let me. I wish I had backed it up but my laptop won't let me back it up on the main hard drive only on disks or usb drive. Which sucks because I can't afford an external hard drive right now.

If you type cmd in the Search programs and files box and then right-click on the cmd icon that appears above in the "Programs" choices and then select run as administrator.
