Interisting info.
The hardware reserved should not go that large. Take a look of my dv2000 Resource Monitor result below, it is about 10MB only. There must be something wrong with AMD chipset or simply incorrect setting in BIOS.
Which version of BIOS are you using? Try updating to the latest one and use default setting.

But why is the hardware reserved so high? furthermore how come it is so much lower when i take out one of my RAM sticks? I've never seen this much RAM being dedicate to hardware reserved.

I upgraded to BIOS version f.14 and reset to defaults, no help there either.

Contact HP. It should not be that high, there must be something wrong with the hardware.

Yeah I'm still under warranty so I'll probably just send it in. I called tech support and they couldn't help me either.

Be sure to back up any personal data you do not wish to lose before sending it in for repair.

This issue not related to HP but something to do with Windows 7 the way it handles the memory....This has been seen since windows 7 beta days, the hardware memory is getting reservering by the graphics card... now WHY? so far i have been able to get only so far, check this link... http://blogs.technet.com/b/markrussinovich/archive
You can looks up the web, users of notebooks are reporting this as well...

Question is do All dv7 4060us notebooks suffer from this problem? Or just this one.

As i stated before, it has nothing to do with dv7-4060us or dv7 or any HP models, but it is windows 7 memory management at play with discrete graphic card...

You can state anything you wish, it does not answer my question, do all notebooks of this model suffer from this issue? Saying yes is one thing and others posting their memory configurations for this model and similar models is another.
Dell had a few models that suffered from this issue when W7 rolled out, it turned out to be an engineering issue, not an OS problem.
Not All Windows 7 notebooks with discrete graphics suffer from this problem.
If they do, HP would release a document explaining it like they did for 4gb and 32 bit OS's
