I figured it out. So often we try to solve issues by leaping to the "mountain" rather than starting at the "mole hill" - which means look for the obvious solution rather than leaping to some exotic solution.
In this case, I was plugging the USB cable into the Matsunichi hard drive and then plugging it into a USB 2.0 port on my XP desktop and the hard rive was recognized and drivers installed.
Whenever I tried to plug the Matsunichi hard drive (already connected to the USB cable) into my Vista OS based laptop, nothing worked.
HOWEVER, I tried plugging the USB cable into the Vista OS based laptop FIRST and then plug the Matsunichi hard drive into the USB CABLE SECOND, everything worked. Vista recognized the Matsunichi as a USB Mass Storage device and loaded the driver no problem. Geesh.
Logically, since the Matsunichi hard drive derives it's power via the USB 2.0 port, it simply "boots" upon power up and Vista sees the device and loads a generic mass storage device driver.
Why Vista doesn't load as XP but demands the USB cable plugged into a USB 2.0 port 1st, who knows.

Your solution does not work for me.
I recently picked up Three (3) DM189 [60GB] drives from Micro-center.
On my Windows 7 Professional 64bit (6.1, Build 7601) laptop, the drive fails to mount. In the Windows device manager under 'Universal Serial Bus controllers' this device shows up as 'Unknown Device'.
On my RHEL-5 (5.7 kernel) 32bit Laptop, the message log shows the following when attempting to mount the drive:
'usb 1-7: new high speed USB device using ehci_hcd and address 8'
'usb 1-7: device descriptor read/all, error -71'
'usb 1-7: new high speed USB device using ehci_hcd and address 9'
'usb 1-7: device descriptor read/all, error -71'
....same error through address 14...
I attempted one of the drives on a co-workers Windows XP Pro laptop, and it also does not load drivers for the device.
Does anyone have any additional advice?
Thank You, Lars
