Why Bio-metric Fingerprin t read not work on some passwords/ websites?

OS: Windows 7 (64-Bit)
Error: adcenter.microsoft.com - Biometric Fingerprint reader is incombatible with this website. When I scan for pasword the site displays // Blank // data.
When I disable the biometric fingerprint reader (for that site), and manually type in my password, the site functions as intended. On The lastest installs of Internet Explorer, Chrome, and Firefox.
I have expereinced a similar issue logging into my bank's website.
Other than that, it is functioning as intended and works on my email, and other personal log ins (including this HP User Forum).
What should I check for as far as setting up the finger reader per website goes?
