Using Internet Explorer?
If yes, close IE, go to Control Panel > Internet Options
When Internet Options opens go to the Advanced tab, clcik the "reset" button, reset everything.
When is is done resetting, scroll down on the advanced tab and check the box "Empty temporary internet files folder when broswer is closed" then hit apply. (if you ever reset IE again you will need to re-check this box) Now go to the Security Tab, click the "reset all zones to default level" if it is available, click OK to close IO window.
Next clean out your temp folder, its safe to delete eveything in there, do this on a regular basis as PC maintenance once a month.
