formatting laptop Presario CQ57 for use in UK

How can I format the system in this laptop for use in UK instead of USA as the default.  All the webslices and news flashes are for USA.  I've tried changing the country to UK but this doesn't seem to help.  The Ebay quick tab on the info bar actually takes me to a French Ebay site. 

 

Is there any way I can replace the $ key with a euro key please?
