Enter BIOS by tapping away at the F10 key immediately after powering on the laptop.Use Diagnostics to test your hard drive.

Try a hard reset, works sometimes.Disconnect all external devices first.
1-remove power cord and battery
2-press power button for 30 seconds
3-reinstall only power cord for first startup.
4-power on

A failed hard drive can prevent booting. Try removing the hdd and see if it will boot to the HP logo screen and enter BIOS. Not much else you can do from there...but you will know the hdd needs to be replaced.
