what is cfgmgr32.dll error. I need to fix

Does anyone know how to repair this error window...which continually pops up and dings.  I cannot get programs/apps to open.

Use System Restore to undo recent system changes. If the cfgmgr32.dll error was caused by a change made to an important file or configuration, a System Restore could solve the problem.

Thank you but restoring has not worked. I tried to restore back to two diff dates.

Try running sfc ,that may replace the dll file with a working version.
