what is purpose of button at top of black frame around touchpad of HP Pavilion dv 6700 nb pc?

When pressed  this button activates an icon to the left of it.  What is its purpose?

Hi:

 

That button turns the touchpad on -- the light is blue when the touchpad is activated, amber when not.
