Crackling Noise

I've been having this problem for a while now.  IDK if its related, but heres the deal.

 

I've been hearing crackling sounds whenever i surf the internet or whatever.  I watch alot of streaming video, and sometimes i'll hear a crack or two.  At some point, it got so bad that it was causing my pc to start slowing down.  It's also been effecting me whenever i stream.  It causes Flash Media Encoder to drop like crazy...and it causes my stream's picture to slow down and hickup.  IDK if this is sound related or what, but can anyone help?
