Can't make USB boot drive?

Pavilion dv7-3186cl
Computer boot files are corrupted/not found. Can't system restore. No boot up disk. and HP no longer sells them as well.
But HP does has a download to make a USB Recovery flash disk...
Got a 8GB flash drive, and when the file is run, it gets to being accepted looks like its working, disappears, then a black screen appears with some txt for only a second. then is gone. Does the same thing on another computer.
Any ideas on how to get the USB flash drive to work, or restore the computer?

In order to create the USB Recovery it must be done on the original machine with a working Recovery partition.
Have you tried tapping away at the F11 key immediately after powering on to boot into Recovery to reinstall?
Of course HP still has Recovery Media for your model_listed right on the support page HERE Or phone to order them 800-474-6836

Hp does not have Recovery disks for sale, for the computer.
And the USB recovery file never gets to part 6, it crashes the second it appears.

also yes i tried to go to to the restore with f11. and it goes to a black screen.

Your Specs page HERE states Windows 7 64bit. Most HP machines do have 64bit Win 7.
Have you entered BIOS by tapping F10 key to test your hard drive? If even F11 to boot Recovery is not working it sounds like the hdd may have failed.

yes i tested everything, and the hdd passed.
