Hi,
Have you turned on bitlocker or any other form of drive encryption?
i'm doing some research, but if you contact HP support they will ship you recovery media at no charge - however I am trying to identify the root cause of this issue.
I am an HP employee

I have not turned on bitlocker (at least consciously), I don't even know what it is. Is it possible that it was shipped with drive encryption?
I have contacted HP here in Europe on the support website twice (three days ago), but have not had any response yet. They don't seem to make phone numbers available for support contact either in the Netherlands or the UK. Any suggestions?
Thanks for the response.
Graham.

Hello all, I have the same problem with the same type of notebook (HP Folio 13), HP sent me recovery media (usb), but it does not work, displays the same error message: "this computer is not supported by the system recovery media". Since I accidentaly re-formatted my hard drive including the recovery partition, the brand new notebook is unusable since two weeks. In case HP is willing to do something, my number of reference is 4677839896, Budapest, Hungary.

If you can read the 25 character Microsoft Windows 7 license key, you can download Windows 7 ISO files to burn to a DVD or USB flash for the version of windows that came installed on your PC, and that is listed on the Microsoft COA sticker on the bottom of laptop.(may be in hdd compartment)
W7 ISO file downloads:
http://www.mydigitallife.info/official-windows-7-s
Burn the ISO using the Burn ISO or Burn image option on your DVD burning app and burn at the slowest possible speed allowed to create a bootable DVD.
Or use the Windows 7 USB/DVD installation tool. You need a 4 GB flash drive to use the USB method.

Use the 25 character product key on the PC to activate the installation.

Hi,
I have done this to recover mistakenly formatted drive. It has worked a treat. I used the install via USB drive option and it worked first time. One problem though...
It appears that the down load is for Win 7 Ultimate. The HP Folio came with Win 7 Pro, so when i try and use the original product key on the base of the laptop to Activate Windows, Windows doesnt accept the key. It now says i need to get a windows 7 Ultimate key...
Help! I cannot reinstall everything again...
regards
Sean

You downloaded the wrong ISO. The first set is for Windows Ultimate, the second set is Windows Pro.

Sounds silly but: try connecting the external CD/DVD reader into the USB 2.x port instead of the USB 3.0 port
I had the same error message and this simple change worked for me.
btw, this tip was suggested by an HP support agent during a support chat session.
