I would just like to know what RECOVERY is? My hard disk RECOVERY D has 21.3GB and there is only 3.18GB left (free). Is this ok? Thank you.

Yes, it is fine. Recovery partition is setup at the factory to only have enough room for the files required to reinstall your Windows and programs when/if needed.

You can read about the functions of the Recovery partition here. It is used to reinstall your programs and used to burn your very important OS Recovery DVD set which would be needed in the event of hard drive failure.
