Can a HP elitebook 8460 VGA be connected to a Svideo on a TV, or is their another option

No, because it's digital to analog.  Honestly, my recommended solution to this would be to get a new TV or get the cable that I recommended and connect it to a device that has HDMI-in that is connected to the TV.

There should also be a DisplayPort jack on that notebook if you have a TV with DisplayPort...or you can purchase a cheap DisplayPort to HDMI adapter and use HDMI on the TV itself.

 

Trying to go from VGA to S-Video is more trouble than it's worth, honestly.
