Right click in an empty spot on your desktop, click on personalization, Click on windows color custom, click on advanced appearance setting, click on the place that it says "windows text" (or press the down arrow and select window in the selection area near the bottom). Color 1 make it white, the color box underneath it should be set to black.

I forgot to ask about that security warning. Do you think you have a virus/adware/spyware?  That would be a good reason that your colors are reversed. I would suggest you run full scans with your anti-virus software or go to housecall.trendmicro.com and get a free online scan.

I have the same problem on an HPENV17T with WINDOWS 10. Unfortunately the answers here do not describe the menu that appears in my laptop. Also, unfortunately, the answers here fail to specify what OS level they are referring to.

So????

I still need an answer and I don't know is the problem with the OS or the display drivers on my particular laptop?

The same symptoms, or different symptoms?

So, if the menu is different, it is possible that you are running a different release of Windows 10 ('1508', '1607', '1703', or '1709').

When you run the 'WINVER' command, what is the output?

What is the current video-resolution for your graphics-adapter, e.g,. 1920-by-1280, or some '4K' setting?

What is the manufacturer and model-number of your monitor?

Have you used "Display Settings" to change the size of the fonts used for the icons on the "wallpaper" ?

Have you used the "Screen Magnifier" to zoom-in on one of those "tiny" blocks of text?

The more details that you can provide, the better the responses could be.

Remember, this is a "user-to-user" forum, not an "official" path to contact HP.

If you have an "open" case-number with HP Support, you should continue to communicate with them.

@guenthpw

This thread is dated July 2012 and I would assume the original poster was running Windows 7, so of course none of the settings match your Windows 10.
