My HP mini wont boot up, the screen goes to the start window normaly or in safe mode screen but when it tries to load it keeps going back to that screen again and again in a loop.

i also facing this problem just now, black screen, and without hard disk light. after research, i try many way. the way i success to boot up my pc is RAM.

 

i unplug the ram and plug it back for many times until it on.

The easiest thing to do when your Mini will not boot up is to do a system restore. Here are documents from a previous post by CherylG

I had the same issue with almost all the rest of the guys. What I diid was to follow instructions that I've read here and dissasemble the all thin apart and reasseble it. What actually happend was to come back in life for one day and then the same again. Then I manage to enter the bios setup and select the fan to be always on while the PC is on AC power and all of a sudden my netbook after 24 hours of work is still alive.

I guess you will not loosing anything try this as well.
