I have a simple question, If I connect my cooler to 4 pin connector cable will it work with 100% of his power?
I used to have CPU with 1MB cache and my coolers was working like crazy, now I have CPU with 512k cache, and they are pretty quiet and not working as I want them to work.

When the fan power lead is connected directly to the power supply with some sort of an adapter rather than connecting to the motherboard, then it will run at full power all of the time. Of course, the motherboard will complain that the CPU cooler has failed because the port for the cooler will not have a power draw.
As long as the CPU is not running hot, why would you prefer the fan to run more or faster?
