Expansion Bay problem

I have a new HP Pavilion desktop with an expansion bay below the DVD drive/CD burner. What is the  purpose of it? It has a open button just like the  disk drive, but when I push it, nothing  happens. I talked with someone on the phone about  it located in India, but they said ti wasn't supposed to open. What's the button for then?

It's for a second dvd/cd drive. One you will have to purchase and add yourself. When it's installed that open button will come it contact with the button on the dvd/cd drive and open it just like the one on top.
