Have a Shared Computer and need to find sub folders for all users.

I can find a folder, and was told to right click on "My Computer" Icon then choose Explore.
Click plus sign next to "My Computer" then click plus sign next to "C Drive"
Navigate to "Documents and Settings" select user
Navigate to "Local Settings"
Problem is... I don't have a "My Computer" icon, so none of the other steps can be followed.

Easy Method
To put the Computer icon on the desktop, click the Start button, and then right-click on “Computer”.

Click the “Show on Desktop” item in the menu, and your Computer icon will show up on the desktop:
Nearly as Easy Method
Right-click on the desktop and choose Personalize, then click on “Change Desktop Icons” on the left-hand side of the screen.

In the Desktop Icons panel you can choose which of the built-in icons to show on the desktop:

One of the most common requests is how to add the Recycle bin back… which you can also do from the above panel.

I had already done what you suggested, but since there was not a "Explore" option that would come up when I right clicked on it I figured I did something wrong.
I dont get a plus sign next to "My Computer" or a plus sign for "C Drive".
When we got our computer we had one account. That changed about a year ago. I need some older files and cant get into the other accounts.

Just open Computer option. Then look at the small arrow marks. The + in the older operating systems is replaced with the arrow mark highlighted in yellow below:
