Hello big---al,
Does it only happen with hotmail? What about other websites?
What browser are you using to visit homail? Have you tried another?
What version of the browser are you using?

Hey big---al,
So the Hotmail cookie is not being retained or is corrupt. The solution is to wipe out your cookies and then try again. This of course blows out the cookies for all your websites so you have to re set those back up again, but it's step towards a solution.
1. Open Internet Explorer
2. Click on Tools
3. Click on Internet Options
4. Under Browsing History click Delete...
5. Make sure Cookies is checked, form data and passwords is unchecked.
6. Click Delete
7. Navigate to Windows Live.
8. In the upper right hand corner of the screen click sign in
9. The Windows Live sign in page will appear
10. Tick the box to keep me signed in. Then enter your credentials
Let me know if it saves
