Holy cow. Go figure! I took my backup ps/2 style keyboard, plugged in a ps/2 to usb adapter, plugged the usb into my computer, powered up, and I was able to access the bios. I wonder why one keyboard would work, and the other would not. Plus, the feature I wanted to check was already toggled ON in the bios. Sheesh.
