I think you can enable it through registry.
1. Click Start, Run, type "REGEDIT" without quotes and click OK.
2. Navigate to the following key
3. Change it from 1 to 0 or 1 to 0 depending on the existing value.
4. Close Registry and Reboot.

OMG are you guys insane? Never send a user into the registry. If you change the wrong thing you are looking at a reformat.
For the original poster,
What you saw was a function of the keyboard you are using. It came with software (most likely Logitech) Reinstall the software and it will come back. If it is already installed open the Control Panel and go to Keyboards and Mice. There should be an option to diplay the icons in the system tray.
