can't open 'hp solutions'

c4280 all-in one. windows xp.

re-installed drivers, updates, diagnostics say printer working, printing works when printing from another program.

upon opening 'hp solutions' a window comes up:

An error has been detected. Solution options listed below.
 (Error Code: 0x00010fb0 {fceb1818-6e7d-4930-8b8c-c45e32bc7d7a})

it doesn't seem to recognize the usb connection
