compaq presario sr513wm boot issue

I need help with a computer I reciently got from my brother. My compaq is having trouble booting. here is the details:

 when first pluged in the little green light in the back turns on and stays on.

then when the power button is pressed, the light goes off and nothing happens,  i then opened the case to see what happens or what is wrong and i notice that the fan only spins about an inch and stops. so i am assuming it is a jumper or shorting problem. can someone help me to know what the correct jumper positions and where everthing is supposed to be and how its supposed to be or what could be shorting it

 

 

and also i have not installed any new hardware on this computer receintly

If the green light on the back goes out when you press the power button it is the power supply. Replace it.
