Is there a utility to completely format and hp hd to have all the available space on it?

You can use Windows Disk Management utility to edit partitions. You can also potentially "break" your Windows install playing with the partitions, so proceed with caution.
I don't recommend deleting the HP recovery partition, but here's a link to a site that has some good information on changing partitions.
Before you potentially get rid of the recovery partition, I would make a set of recovery disks if you have not already done so.

It did work, since my hd got completely cleared.
This gave me almost the entire hd to work with since I wanted it for back up purposes.
