Here is something to try:
Control Panel / Power Options / Choose what the power buttons do / uncheck Turn on fast startup (recommended) and reboot. This may just solve your problem.

Similar question, situation. Everytime my machine is shut down and restarted or simply rebooted, the numbers lock goes away and I have to manually press the numbers lock button inorder to enter my password. Will this solution you gave these folks work for me as well
