on/off lite and internal fans stay on after doing shutdown from start menu

15 month old HP pavilion using windows  7   the on/off led on the power button always stays lit and the internal fans keep running whether i use "shutdown" from the start menu or push the on/off button     only way to turn completely off is to cut power     if i cut ac and hold the on/off button down for 30 seconds, after i restore ac everything stays off    once i push the on/off button to start, i'm back to being unable to shut it down    no viruses or spyware   (1) norton suspects a bios problem  (2) geek squad (online) says take it to the store and have them troubleshoot it  (3) knowledgeable person says the on/off button is defective     went to microsoft on line and verified power button software settings       now I'm completely puzzled ??????
