pc will not start up see windows logo and then on next screen updates were not configured correctly reverting changes do not turn off pc then makes like restarting and see same thing over again

Hi,
Hit F8 for Safe mode after the HP splash screen and choose boot to the last known good configuration.

it said loading files but when done it did same thing as it was doing

Hi,
Were you originally just applying updates or doing an operating system upgrade?
Rather than run you through the gauntlet of possible solutions which we may or may not get find the correct one immediately I would suggest the following:
1. Download Ubuntu and burn it to CD using Imgburn.
2. Boot up Ubuntu and backup up your data to external media.
3. Use your HP Recovery Disks or the recovery partition to rebuild your system. You might try a repair first and if that fails then do teh full recovery.
