In Site Administration, we're going to setup an external SMTP mail server for "Mail Protocol" to test send out email. But we always found errors after we click the Test As
"Unsupported cipher algorithm for message 'h***u'";
The message is the content in Password. No matter what kind of content we filled in this field. The system always prompt the error message.
Windows Server 2003 Enterprise Edition 32bit SP2
MS SQL Server 2005 SP3

I'd got the same problem and now it works. But I'm not sure which of the following is necessary:
1. restart your ALM server.
2. give the password as "TXT:xxxx", xxxx is your password.
3. add parameters in Site Configuration:
a. SMTP_USER: mail account
b. SMTP_PASSWORD: mail password, TXT:xxxx
c. SMTP_ADMIN_MAIL: any email
