OMW 8.16 Installation Error -SecurityConfigurationApp has stopped working

We are trying to install the OMW 8.16 in Windows Server 2008 R2 and it is giving error as "SecurityConfigurationApp has stopped working" before the selection of "Account Type". Please help and let me know if further info required.
