What does a solid white health light mean on an ex485?

The subject says most of it.  Trying to replace system drive and cannot get into Recovery mode.  If I just turn it on with new blank HDD it eventually stops with solid white health light.  Pressing hidden button at prescribed time in power up results in blink white/red led then stops with solid red (error - 1 aqua 4 red - recovery mode failure).
