dvd560s installation problem

I has a Dell Dimension 4500 that I am installing a DVD560s on, and it will not install. It says there is a hardware problem. My systems has all the requirements needed as far as I can tell.

 

I have Windows XPhome edition version 5.1.2600 service pack 3 build 2600

Intel Pentium 4   CPU speed 2.53GHz

 

 

In device manager, I get this error

 

"Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)"
