CD/DVD Drive Doesn't Recognize Discs

I have a HP Paviliion dv2700 that was originally my mothers. She got the computer in 2007 or 2008 and then I obtained the notebook last January. I recently noticed that the CD/DVD drive does not recognize any disc I put in it. When I asked my mom about the problem my brother had said that it had never recognized discs even when it was under my mothers care.
It won't start up any programs or even show that there is a disc in the drive when I go to my computer or the media player.
I would like to resolve the problem so I can load CD's onto my iTunes.
I can't find any support or help on the website so i don't know if this is a problem among the version of the notebook or if it is just my product. the warranty was only a year and is obviously expired by now.
Any help would be GREATLY appreciated.

There are ways to attempt to fix the issue by way of the registry. it would be quite helpful to know more about the notebook (complete product number and name) and the installed OS.
The registry hack is upper and lower filter drivers (that means very litle to many people) ![]()

My Presario CQ60-420US does not recognise discs and I get a code 19 "Windows cannot stat this hardware device because its configuration information (in the registry) is incomeplete or damaged." How does this happen and how do I fix it? Should I pay the $40 to have STAPLES fix it? or is it an easy fix for me?

I can put a disc in the drive and it works no problem. I can take it out and put a different disk in and the (F) drive will run and run and run and never recognize the disk. I can take it out, put the other disk in and it will work just fine. There is nothing wrong with either disk, it is seemingly the "tetchiness" of the HP drive. I can put any disk in and it may or may not recognize that anything is in the drive. Period. It isn't entirely random as it does seem to recognize more readily disks that have been installed. Perhaps there is something in the disk that paralizes the drive. I can't edit the registry as the "LowerFilters" issue isn't available. I can sometimes get it to work with other methods but it happens few and far enough in between that I can't recall what I did!
This is an ongoing issue with HP drives. My old HP desktop would behave in the same way! Might be a game disk, a movie disk or simply a music disk. Ridiculous! And finding a solution is difficult at best. I have Windows 7 Home 64...and have had it for a year....but most of the responses (even from HP) don't recognize this, or perhaps don't comprehend that Win7 is different from the others, even Vista.
Yesterday I installed the Sims 3 Ambitions and had no problems. Today I tried to install Sims 3 Fast Lane and the drive won't recognize the CD. It's been in and out and wiped and wiped...there isn't a speck of dust anywhere. Shoot, the computer would recognize the previous game disk even though it was starting to look a little worn. Most of the time, "fixes" requiring resettling, cleaning, etc., are worthless. I've tried running a cleaning disk but it won't recognize it either. I them pop the Ambitions disk back in and the game starts up just fine. BUT - and I cannot stress this enough - THERE ISN'T ANYTHING WRONG WITH THE DISK!!! As an FYI, other people with HP drives have also had problems with Fast Lane not being recognized.
I would appreciate any help on this, including a way to reset the drive with Win7. I tried downloading sp50935.exe from HPs site for the drive but I get an installation error of 1628. Even friggin' MS doesn't get it because the Installer 4.5 doesn't show up as compatible with Win7! I have spent HOURS on this and would love to be done with it - until the next time!
